Directorate of Health Services, Assam is commited to provide preventive, promotive, curative,and quality health services at an affordable price to the people of Assam. Directorate of Health Services (DHS) has an important role in the provision and administration of health services and in order to raise the quality, extend accountability and deliver the services fairly, effectively and courteously.

OUR HISTORY

A synopsis about Etymology of the Health and Family Welfare Department, Government of Assam

In the year 1912, the erstwhile British Government brought the health service in the state of Assam to an organized state for its proper functioning with a view to extend health service to the people.

The British Government at the beginning established the health services department on two wings (1) Curative Side (2) Preventive side. As the department was placed under head of the department, the curative side of the health services was placed under a head of Department, the nomenclature of the post was INSPECTOR GENERAL of civil hospitals and prisons [This nomenclature of the post is still visible in the Fundamental Rule]. Since inception of the post of Inspector General of Civil Hospital, the prison administration was under the control of the IGCH.

The preventive side of the Health Service was put under another Head of the Department and the nomenclature of the post was Director of Public health.

The two heads of departments as stated above continued to function till 1958.

The activities of the two heads of department have been enumerated below. The Inspector of General civil Hospital and Prisons was responsible for running of Hospitals at District and sub-divisional Headquarters of the state. The hospitals covers both outdoor and indoor services. Some dispensaries for extending outdoor treatment facilities also established under the Inspector General Civil Hospitals and prisons.

As for the curative side under the Director of Public Health, only preventive measures were undertaken on occurrences of epidemic, cholera, kalazar, small-pox, TB Leprosy etc.

FUNCTIONS OF DIRECTORATE OF HEALTH SERVICES:

Establishment Branch

Duty & Works:- Appointment, transfer, Promotion, Pension, etc of staff. issue & receipt. High court Case matters and appointment of Gr. IV & Driver, etc.

Health Establishment Branch

Duties:- Matter relating Private hospitals, nursing homes, Laboratories, Clinical laboratory, X-ray unit , USG etc.

Nursing Branch

All matter relating to Nursing establishment, Nursing college, Nursing Council, Nurse training, Nurse Appointment & Transfer

H & D Branch

Duty – Purchases & Approval of Diet money & materials, furniture, including repairing and renovation of quarter etc. of medical institution, work for up-gradation of Medical Institutions, Proposal for sanctioning of New Posts.

Accounts branch

All matter relating to receipt & expenditure of fund including salary advance etc. of office Staff, sanction of NRA of GPF , Temporary advance of GPF etc. Verification of Pension file, Retd. Gazetted Officers Forwarding of GIS application of Gazzetted Officers and application of final withdrawal of GPF to Govt. for Sanction, pay bill of the staff any other account related matter.

Budget Branch

Duty:- To estimation & scrutiny of Annual Budget preparation of salary + Non Salary Budget both plan and Non-Plan, Proposal for Celing + Arrear Salary / DA / Medical Re-Imburstment & TC allotment.

Planning Branch

Plan budget, Post Creation, Plan & estimate for procurement, Departmental committee etc.

General Branch

Procurement of medicines, Stationeries Surgical items for Medical Treatment & Medical re-imbursement.

Statistics Branch

Collection, Compilation of Health Data, Preparation of reports on Medical & Health Data and Registration of Birth & Death.

Purchase Board

Duty :- Issue & Notice Inviting tender and Bid document for purchases of Drugs and Pharmaceutical, Surgical and suture items, LLIN etc. and approval of the Items and other correspondence relating to purchases, release of earnest money, deeds of agreement against the approved items etc.

State Health Education Bureau

To educate regarding prevention for diseases, and taking care for diseases people.

T.B. Control Programme (RNTCP)

To control Tuberculosis in the State for which programme TNCP & RNTPC is used.

Programme for Control of Blindness (NPCB)

To use National Programme for Control of Blindness.

Zonal Leprosy Office

To eradicate Leprosy from the State.

National Tobacco Control Programme (NTCP)

To control the use of Tobacco and to make awareness among the people about the harmful effects of Tobacco use.

National Programme for Prevention and Control of Fluorosis (NPPCF)

To prevent and control the effect of Fluoride the programme National Programme for Prevention and Control of Fluorosis (NPPCF).

National Iodine Deficiency Disorder Control Programme

To control the various diseases due to deficiency of iodine in the State and to make the people aware against the deficiency the programme National Iodine Deficiency Disorder Control Programme is used.

National Programme for Prevention and Control of Deafness.

To prevent avoidable hearing lost, diagnose treatment of hear problem responsible for hearing lost and rehabilitate the person suffering with deafness National Programme for Prevention and Control of Deafness.

National Mental Health

Duty – Treatment and Rehabilitation and Mentally disordered people in the society. Conducting training and awareness programme for Doctors, Nurses, Paramedical Staffs.
